You can still scuff the textured areas with a green scotchbrite pad.
The plastic has got to be scuffed if there is any chance of the paint sticking.

Actually I take that back- looking into it further some manufacturers do use nikasil on iron bores for friction reduction- my bad.

Nicasil is for aluminum cylinders- It is used as a hard surface treatment so an iron sleeve does not have to be used. Iron cylinders have no need for nicasil coating.

You can also use a small propane torch to run the scooter (unlit, NO FLAME, of course). Crank the valve on the torch all the way open and stick it into the carb and see if the scoot will start. You don't want to run it that way for very long but it will help diagnose fuel problems.
