BMX I have a stupid question.
Do you have the air filter on the bike?
If you dont the vinturi carb will not feel fuel properly. Air going into the carb has to be slowed down by the backpressure the air box provides or the carb will cavitate.

Measure the hole in the rim. The valve stems go by hole size. 11.3 mm is standard for my 125 Elite and Helix
I would believe it to be the same on the 80cc. 11.3 mm is .05 inches so either .45 or .6 with a good rubber seal will work as long as it fits the hole.

The bystarter is only a choke to help it start.

Brad, Remove the screws and lift the choke slightly out of the carb while you crank the engine. If it starts the carb is ok, by-starter is bad. I live in Kansas City. How does the opening look when you remove the bystarter valve. Is it clean? I would flush this out with a little fuel or carb cleaner.
You just want to see that it gets longer when energized.

Are you having problems starting the bike or keeping it running when cold?

To answer your question- Yes you can just put power to it.
