The Spree does not use a transmission, the ratio is fixed.
If the belt looks ok, the next step might be to lightly sand the clutch shoes.

I suspect the muffler.

I had a dirt bike that would run backwards, a 1972 Yamaha MX 100.
But it used piston port induction and contact breaker points type ignition.

Honda auto-chokes are very reliable and usually only develop problems when people start messing with them. Also, It only acts on the starting circuit which functions only on the very bottom of the carb's metering range. Once the motor is up to temp, the auto choke has nothing to do with how the scoo...

Agreed, the Spree clutch is 100% bulletproof and in all likelyhood shouldn't have been taken apart.
The second belt failure is related to the installation. Right belt? Drive face properly installed, fully seated? Enough torque?
Something along those lines.

Agreed, the carb is still dirty.
