Well I finally got my belt from honda and sure enough that was the problem. My little generic spree (no modifications) now holds 20-25 up hills and 27-30 on flat. So if you are losing power and can't make it up hills. Try checking your belt.

Yeah, there was a small plastic knob in the carburetor pipe that you line up the throttle valve. Don't ask me why plastic and not metal. Stupid if you ask me. Well, after your suggestion myspree, i took another closer look and the little plastic raise on the inner slide was bent and crooked and thus wasn't allowing me to push the valve all the way down and thus wasn't allowing the spring to fully extend. Anyways i ended up breaking the raised plastic part...
