While technically the Needle's job is to hold back the gas, it doesn't take much to overcome it's shut-off capabilities. Been there done that, I just sold 2 virgin Aero scoots. When the guy did the carb rebuild, he probably overlooked the super-minute pinhole orifice in the bowl that feeds the bystarter (cold-start) system. The castings are completely different and one screws in via a big ring nut and one's held in by 2 small screws(wrong one I just bought online (eBay listed for an '84). The carb in my '83 is PERFECT. It's a supply and demand thing. I just paid $75 for a red OEM petcock cover because it was worth it to me to have it. Had I known they'd be being remade I'd rather have that now, but at the time it was worth it to me.
