how do i test the starter realy?

i bought a 85 spree about a month ago and about a week ago i went to start and nothing happend all the lights work but nothing will happen when i push the starter button. it doesnt do anything no noise nothing. does anybody no what is wrong.

i am kind of new to the whole momped thing i really like it but the question i have is what is seafoam? can anyone tell me
