Yes, that green wire is the main conductor for the grounding side of the system.

so I'm thinking its the petcock. there are bubbles in it and a fuel drip in the gas line. fingers crossed. RED is the "well"
BLUE is the "hole" that allows gas(in the bowl) to fill the well
