Common mistake is to put a bbk on it and expecting it to cure your problem. Trouble shoot and repair it first. If you go to the engine troubleshooting guide in the manual it will give you step by step instructions on the proper order and component checking instructions.

You can check the ingition timing with an old fashion timing light. One other thing is to make sure the throttle slide in the carb is closed to the point that the engine is in the idle threshold.

Realistically the biggest tire you can fit without interference is a 2:75 X 10. I doubt anything bigger will fit the original configuration.

You won't hurt it. Stick with the 2.75 X 10. The condition of the rim is more important than the tube brand.

Go to the manual and read how to install a new belt. I think the outer pully sheave is not on correctly and if you continue to try to crank it you will damage the crankshaft and pully sheave.

Your carb is still dirty. If it starts you have enough compression. Go to wikispreedia and follow the correct proceedure for cleaning the carb. After you do that, take it apart and do it again. I'm serious.

See if you have fuel leaking into the intake from the vacuum line. That would make your plug very wet.

If the plug is wet from fuel, I would twist the throttle wide open and crank it. If it starts you have somewhere to start. I have had a severely flooded engine before and that was the way the Honda dealer suggested I get it cleared. I doubt that the air/fuel adjustment is the immediate cause for act...
