You could just try jamming a screw driver in and out of the tip of the exaust. If you can feel air coming out of the tip when blowing air through the other end with a leaf blower or compressed air it should be alright.
Otherwise E-bay usually has several exhausts for sale.

Yeah you have to take the carb off and take it apart. Unscrew the jets and clean everything good with carb cleaner. I am sure the jets are blocked with that gas sitting in there that long. It turns to almost like varnish after sitting for a long time.

Probably a lack of general maintenance along the years.
Using the wrong oil. Storing them for years without draining gas,oil, etc.
Pushed in a corner of a garage or barn and just forgotten.
All of them just waiting for this forum to bring them back alive.

Sounds like blocked jets. Clean the carb again and reset your air screw and idle screws. Air screw should be turned out from a closed position about 1 1/2 to 1 3/4 turns. Once that is done turn your idle screw either in or out to maintain a good idle .

You can ride it if the plates have a current sticker on it and they are not expired. As far as getting new plates or even a new sticker it wont happen unless you have a title for it. If you try all of these other suggestions and it still does the same thing it just might be your starter pinion gear is getting worn down. The only way to check that is by removing your belt cover and you will see it.
Try all the other suggestions before you attempt this though.

Mine has over 7000 on it and never had any major problems on it yet.
Just the usual carb cleaning and a plugged muffler once.
Decarbonized it when I got it. New plug and been running great for over a year.

Could have been a particle of dirt or debris from inside gas tank that clogged jets . Might have worked itself loose. Check to make sure there is good exhaust pressure coming out of the end of your muffler. Put hand by end of muffler when spree is running and make sure you can feel good exhaust comi...

Download the spree service manual in the technical documents section.
It has everything you need to know on working on your spree. It also has diagrams on how the carburetor goes together and all of the parts listed.

Your gonna need that float needle for the carb to run right. Also make sure your carb gasket is in good shape.

Never really thought about it but I think there would be clearance problems with the kickstand and fender. I also don't know how it would effect the belt drive and clutch.
