The bowl float would keep it from flooding, so that even if the fuel valve is broken it should still be fine. What you describe is a rich condition, when the cylinder is getting too much fuel. This is not unusual with a carb/choke set up at a cold start. Like Vette said look at throttle piston to make sure it is correct, air screw is set right. If all correct you have a vacuum leak behind the throttle between the reed valve. It is well known that the bystarters are a weak link on these carbs. I would bet 90% of the issues on starting with good spark are related to the bystarter. Can you read the numbers on the side or bottom of the jets? Are you sure they are 65's. If the jet has any burrs inside from trying to clean it that will effect it. You are right that it sounds like the bystarter is not closing off the enriching circuit. Try installing the bystarter and letting it sit for about 1-2 hours. Then try to start it, if that fails, and by pulling the bystarter and putting your thumb over the hole starts it, then you have a faulty seal...

By brake lever pulled, I am assuming he is using the electric start. No brake lever needed if using the kick start. Was this running? Was it running while you owned it? Has it been sitting long? What is the condition of the wires/battery/flywheel? All would indicate a different approach to diagnosis...
