To purge oil from the line... I pull the pump and attach my cordless drill to the end of the pump shaft and run it till all air is purged. Done more than 6 times on many scoots. It take about 2 minutes on high.

Wheelie-Man... has pointed you in the right direction. The petcock on these scoots (the on / off fuel valve) is not turned with your hand... but instead it is turned on when the piston is moving. The moving of the piston sucks air down the intake side of the carb... which you will notice has a hose ...

You can find knock-offs for the by-starter on fleabay. This bystarter circuit allows additional gas to flow during a cold start. The circuit gets blocked when the bystarter starts to receive current when the motor runs / stator. If you have effectively blocked the bystarter tube from the carb bowl.....

Sound like your pilot jet is clogged.... this is typically the 1st orifice to be impeded - as it is the smallest. It is the small metal tube (copper looking) adjacent to the main jet. Its a drain screw... for the bowl. It has little impact on running condition of your scoot. You need to fix this first. Should be simple. Are you missing the o-ring on the drain screw? Yes the drain plug is not working. Fairly certain there is an o-ring on the drain screw. You may be missing this. If you are flowing gas out of the tube you indicated... it is not seating correctly so you dump. The petcock that allows fuel to flow to the carb will only work under vacuum (piston movi...

Petcock threads are 14 x 100mm
I once had an '85 Aero with a bad petcock... it is not typical as you know. I gave up and bypassed it - just me - worked out fine off the float in the carb bowl.
