How do I check for spark and if the cylinder moves then can I rule out that its not seized?

Okay so I'm taking it apart, I noticed the cylinder moves up and down as I move the kickstart handle....but I'm not getting any fuel is this normal? And I pulled the sparkplug and found a bit of fuel or oil on the threads....any help pls

I would suspect the by starter or or that passage that supplies the circuit with fuel is clogged up.
