The pipe in the first pic is the carb drain tube. Gas only comes out of that one when the carb drain screw is unscrewed. The pipe in the second pic is the carb overflow tube. Air filters are made of high quality open cell foam. Household cleaning sponges are made of a lower quality foam that has fewer open cells in it, so a sponge would flow less air than a filter.
