Yep, keep at that kicker, don't kick hard and get frustrated, gotta give compression and vacuum enough time to open , fill that bowl and get flow going, sometimes it takes a while.

Holy cow is that alot of oil!! For sure you'll wanna be changing out that ring on the pump.

As previously stated, you'll wanna run extra oil in the tank when breaking in a new piston, standard or BBK. Yeah, you need AT minimum 100 on the compression for it to run. 75 is way too low.

Spray a little brake cleaner down the spark plug shaft and see if she wants to start. The carb bowl is probably empty.

Mine personally, is if everything is in spec, even down to a simple bolt, it will run. No if's ands or buts.

Ah, I think we have the problem figured out then, or at least can narrow it down a bit.

There are 2 different sizes for those carb bolts and size does matter, makes me wonder how long that replacement bolt is and if it could be causing an issue.
