scooters are without pedals, mopeds are with pedals. Scooters must be in a 45mph area or less, along with mopeds. only diff here that sets them apart is pedals and titles. my scooter was registered as a Motor driven cycle. not motorcycle. figure that one out. lol cost 9 bucks a year to have a plate...
