Sounds like your generator isnt working and your battery is having to power all your lights and electronic ignition while running.

After you start the scoot and disconnect the battery, does your headlight work? Is it very bright?

Whenever I see a voltage regulator going out, at least on cars and trucks, I see the voltage climbing higher than it should at high rpms, like 17, 18 volts. Im not sure about the wires at the regulator but if you just measure across the battery terminals, you should get about 12 with the scooter off...

The paint is Duplicolor gunmetal grey.

The Suzuki's tank was rusted through and leaking gas. It was cheaper to just get a good tank off Ebay than to mess with trying to seal it.
