I would still wonder if the stator is under load (short somewhere or dead battery), as I know car alternators/generators will whine rather nicely when under a heavy load...also, he needs to pull the shroud off and see if any of the fins are cracked or broken, that might be making the noise.

In Michigan, it is sooooo illegal to have more than one person riding a scooter or moped. My Spree even says it right on the leg-guards....no more than one person on it. But, maybe you burned up your piston or a ring broke.....

yup, there's a neat article about re-surfacing the float-valve seat in the tech documents somewhere...involves Colgate. That might help ya. Definitely sounds like your float valve isn't working correctly. May need to replace it.
