Also, if it's in bad condition, pour a whole bottle of Seafoam in the tank, fill er up with regular, and drive er. Enjoy the smoke, and smooth ride, that will really cean the sucker out :)

P.S. Put 2 cap fulls of seafoam in every tank of gas. Seafoam is cheap, and it will keep your scoot running smoth, and you will get about 10 mpg more. (This was my experiences with my Elite, dads spree, and grandfathers Yahama Jog)

Not getting fuel. Make sure your adjustment screws are proper on the carb, if nothing, try spraying some carb cleaner, or clean the carb again.
