I've had one upside down not knowing they were asymmetrical. On the flipside, I bought a Spree from someone who said he could never get it to run and it was because of the insulator upside down.

Is the insulator between the carb and intake upside down or backwards? There is a wrong way to install it.

I would. Start with fresh everything. No use guessing when you can spend a total of $10 on oil, filter, plug, and gas and KNOW what's running in it. Get good oil from Honda, not cheap stuff.

I've had that. Maybe the float is tilted so much it actually raises to the position where the needle closes?

Oh, and the vacuum side is the one that doesn't taste bad.

It's the one that's NOT running to the carb, but connected to the silver colored air intake.

Depends on how dirty it is. For filthy tanks, you can buy a gallon of phosphoric acid from Home Depot for a few bucks. It's in the paint section. This will eat rust over night.
