I wouldn't put any in my oil but if you must a teaspoon MAX! Cap ful at every fill up helps keep the carbon buildup down and varnish out of the carb. I agree with Kenny. In the gas is good. Depends on the hill, but if the engine is still reving and you are going that slow, then either the belt is gone or the clutch.

I have never seen a stock Spree go up a hill without appearing to lose power. The term "gutless" applies.

Anyone thought about just installing manual valve in place of the vacuum one? Ten times cheaper and even if the bag guy gets the key, the scooter won't run unless you turn the valve on. Then you don't have to worry about whether the carb needle and seat are sealing properly.
