The Kymco is a Dio engine on a long case (12" wheel). It's geared plenty fast right out of the box with the 12" wheel. No need to do anything.

I'm guessing that the starter ratchet gear (on the end of the starter ring gear shaft/crankshaft) is missing. I don't see it in your pics. It's a routine service item that can wear out. It looks something like this:

Do I need to ask this: Is the spark plug tightened properly? Regular gas, lean mixture, WOT downhill (high rpms) will really overheat your unit. The way your motor comes from the factory, it runs cool at maybe 8,000rpm max.
