Are you pressing in the brake lever then hitting the start button? You should.
Also make sure the kill switch is to the on position

Do you mean float valve seat inside the carb?
If so you can polish it with a q-tip and some metal polish to create a good seal

I am also looking into picking up a PCX 150. I'm pretty sure they get over 100mpg.
