Take the belt cover off and see if there is moisture in there. Make sure everything is dry in there before you replace the belt.

You did not say you did not have a filter element installed in your first post. Yes you must have an element installed for the engine to run right.

If you just disconnected the oil line from the tank and not the pump you should not have to prime the oil pump. Just make sure you see no air bubble from the tank to the oil pump.

Did you try just turning your idle screw in a bit to increase the idle RPMs? Put your scoot on its center stand and increase the idle until just before your back wheel starts turning. That may cure the stall at stops.

I would also add one more step which would be to change your gear oil . You just remove the fill bolt and lean scooter sideways until it all drains out. Then put scooter on center stand and refill with 10w-40 oil. I use a squirt type oil can to refill. Squirt oil into filler hole until it begins to ...

Check to make sure your plug wire is on tightly to the plug. Then I would clean your carb. It is possible a piece of dirt worked its way into the carb.

I have had this discussion before but will say it again. At 700 miles your exhaust is blocked already? You better make sure you are running the correct 2 stroke injector oil in there. Assuming you have a good air filter installed,I would try a new or different bystarter and see if the problem goes away.

At 160 lbs you should be able to do 30mph on the flats. I would make sure your air filter is clean. It sounds as though you may have a clutch problem or belt problem. You should not have to help it along to get going as light as you are.
