I believe New Mexico is one of em.
Although I believe if you were to buy a new scooter today they would give you a title.
But you definitely don't need tags, stickers, tabs or a rubber chicken to get down the road.
Now... proving ownership is where you get into trouble I'm guessing.

Nice to see you back at it... I've since sold my UE and this is the only pic I have at the moment of the exhaust side. Attachment is pretty straight forward. There is one or 2 bolts below the carb and then the farthest end attaches to the fender support bracket. See pics. http://i1198.photobucket.co...

Assuming your talking about a 2 stroke scooter like the spree then YES. 2-Stroke oil designed for 2 stroke motorcycles/scooters NOT a lawnmower.
