I use a Deltran Battery Tender. It works! Just keep an eye on the acid level over winter and add a little distilled water if necessary. This charger costs about the equivalent of what I paid for 2 Spree batteries.

If the bystarter does not check to spec, bench test it before moving on to other potential problem sources. This is quite easy and has been explained in previous posts.

Headlight , surrounding plastic, handlebar and brake levers look like Spree. Rear drive arrangement is similar to Spree. Everything else does not seem to be a Spree. Still, with a proper view of the carburetor we be able to help (if it is similar to a Spree carb.)

I had a similar experience with my Spree and the idle jet was not clear. Clean it out and make sure it is clear. You should be able to see light through both the main jet (easy to see) and the idle jet when they have been properly cleaned.
