Hydrolocked, pull out the spark plug and crank the electric for awhile. Likely, the oil pump has leaked filling the cylinder. Pulling the plug gives it a way to escape.

Kind of a low brrrr or grrrr? sounds like it laboring? If it is like I say likely something in the fuel or exhaust not a belt that is slipping or a clutch. Id say clean the carb burn the pipe yada yada...

That isn't your fix, it was only meant to troubleshoot the issue. If it stops blowing you have a bad rectifier.

I know this sounds crazy.... Get some MEK. Put some plastic silverware ( good thick kind) and the MEK in a jar that can be sealed. The silverware will melt in the MEK and become a paste. voila! Glue!
