That is not true. It will take off just fine if it doesn't have a problem. I am taking it that the engine doesn't rev up is that true? If so I can direct you.

Get the vehichle identification number and call your dmv. Ask them if it has ever been titled. If it hasn't you are in good shape. Just need a bill of sale then.

I think you have a fuel delivery problem. Probably a vapor lock from the tank vent. Run it with the cap loose and see if you have the same problem.

I would say 98% of all no starts on Spree's is the carb. If you remove the air/fuel mixture screw and spray brake cleaner in where the mixture screw goes you should get spray out of 2 places. The throat of the carb and the pilot port. If it doesn't do that it is still dirty.

You can buy a stock af18 crankshaft from Kymco for 81 bucks. The key will be to measure the bearings. That looks like a good buy for a stock motor.

Best advice is to repair the origonal. Without an exhaust system you would have to rejet and change the engine timing. You can't change the timing so repair the exhaust.
