Wikispreedia says 1 1/2 turns out for an 86' . Did I miss something? It is referring to the 'air screw' as the 'mixture screw', as it states the 'throttle stop screw' is the 'idle speed screw', which is adjusted for the best idle setting. I recently cleaned the entire carburetor, and I put the intake screw at 1.5 turns. It was running like crap, until I cleaned the carburetor. I've tried doing the plug chop, but I am unsure if it's good, or too lean. It's definitely not too rich, as there is no oil on it. I bought a brand new plug, ...

Seizures, especially soft seizes are not caused by overheats. They are caused by lean jetting or not enough oil and the overheat and oil thing almost always cause hard seizures that require rebuilds. Plug chop.

There is no way the compression will jump 35 to 50 PSI from the throttle being opened.

Also after the first test, put a 1/2 teaspoon of 2 stroke oil in the spark plug hole, let sit for 10 minutes and do the test again. If the number comes up like 20 PSI this will tell if you have a real problem or the rings are just not seated yet.

65 to 68 is only on step, but the EPA required a lean burn to start with, so one step is pushing it.

Yeah, I have a wife that spoils me with toys. I need to get to work and get several more streetable. I also have a parts Elite 80 that I was given but not real interested in it so it doesn't show on the list.

5 mph and taking a chance on burning up the piston from too lean a fuel/air mixture, not smart modding.

If the bystarter was bad the motor would be too rich after warm up at idle at idle and would die all by itself. Your scooter tech has no clue what a bystarter does or how it works.
