In the picture, the cable goes into the brass-colored fitting with the dimples on it. The dimples are dents from when the fitting was crimped onto the cable. The rear wheel has a much bigger brake drum; you'll probably need to keep the CH80 wheel. If you really feel the need to downsize the tire, I wouldn't recommend going below a 3.00x10.

Item #4 was asked because the battery helps regulate power on some Honda models. On bikes without a regulator/rectifier, running without a battery can blow the headlamp. A Spree has a regulator/rectifier. I think the rectifier can be damaged if the bike if run without a battery for a prolonged period.

Couple of quick questions: 1) Did you fully charge the battery before putting it in your spree? 2) did you trickle chagre or quick charge the battery? 3) Did you check your battery terminals for corrosion? 4) Was the bike run for a time without a battery? Any functioning electrical system must have a ground. Some manufacturers use the vehicle chassis as the ground circuit between electrical devices and the negative battery terminal. Can you give some more input about your issue?

Did the speed go away abruptly or gradually? If it happened over time, some of the transmission parts (variator rollers and/or drive belt) may have worn out. It will change over time as the new belt beds in. Takeoff is slower because the wider belt doesn't drop as low in the variator. On the plus side, it rides higher at full variation, hence the speed boost.

While I recognize BikeBandit as a good source of parts, they don't list the NQ50 (Spree) or SB50 (Elite E). Not sure which models share rings with them.

Brad, it's possible. The PO hadn't run the bike in years and didn't know much about it mechanically.
