My $0.02 if you didn't swap the bystarters then its a jetting issue (clogged main jet, wrong size), if you left the bystarters on the carbs, then its a vacuum leak on the oring at the bottom of the bystarter. If you replace that oring ($0.25 at the local hardware store) and it still is an issue then...

one pointing down at the rear top is a fuel overflow from the bowl, from factory had a tube that ran through the rear engine shroud to empty in front of the rear tire. You have a vacuum leak on the bystarter, and the idle circuit at the base of the bystarter is clogged. The symptoms are exactly typical of what you describe. The wheelie thing is not the fault of the carb bowl, but the idle circuit. You are basically getting fuel in the intake by emptying the bowl through the main jet, then it will start.
