Sounds like there isn't a proper seal between the float valve and the float seat. Polish the float seat with a q-tip and metal polish. For more info search "colgate"

You are correct sir. Either it's a parts bike, or you wait 10 years for it to "fall out of their system". Or you just ride it on your private property. No public streets or even off road. Ca really sucks when it comes to these type of issues.

Impact gun, just dont go crazy with it.

My thumb and index finger work just as well. The drill is a tad bit overboard. And its pretty clear to me that you havent come across a carb that is really clogged.
