Silly 2-stroke question
I just got my hands on an '84 spree. I've never owned a 2-stroke before and don't know how much oil needs to be added in with the fuel (if any) with these scooters. Scoot has approx. 1k miles on it.

Welcome to the board!
The 84 spree (as well as all Honda scooters) have oil injection and a separate oil tank, so you do not have to mix oil with fuel.
If your spree has not ran in a while, you could add a couple capfuls to a full tank of gas, just to make sure the engine gets adequate oil upon startup in case the oil lines have air trapped in them... Make sure you use good quality, 2 stroke motorcycle injector oil... And have fun!

I'm in the process of a quick clean up including a little bit of paint. Its getting a new battery tomorrow, oil change, spark plug, air filter, and some fresh gas. It's been sitting a few years but I have high hopes that she'll fire right up. Anything else I may have missed?

You are headed in the right direction. the fuel bowl needs to fill with fuel, that takes a little bit of cranking. Don't expect an immediate start, so don't grab the starting fluid cause that's a no no with two strokes. If you need to prime it use premixed fuel squirted into the carb throat or pull the spark plug and put some in there. good luck.
