elite s petcock correct operation?

is there a test that can be performed to know whether its good or bad? whats the correct operation? when fuel line was removed from carb side, fuel just kept coming out, thought that it needed vacuum to open up the petcock valve.

the petcock fuel valve , gas should stop flow, when mota not running,..
if petcock doesnt stop gas flow, then petcock need to replace. recommend filter inlet gas tank..

I have never seen a new petcock that did not come with the intake fuel filter, Honda or aftermarket.

You can just add a inline shut off valve if you don't want to buy another petcock. The job of the petcock is to stop fuel flow when the motor is off. Its not a fuel pump like what's in a arnada. The petcock on like a elite s or 87 is gravity feed. The vacuum from the mani only opens the diaphram to let fuel by.
