I'd look for an aero or elite 50 or 80. The elite 80 is a 4 stroke and can carry 2 but you're more likely to see the 2 stokes in your price range.
The farther you want to go or the faster you need to go means you'd be better off without Spree. I see enough aero and elites on Craiglist for your area and on ebay motors lately. Also Yamaha jogs and older zumas are good choices. The Yamaha Razz is spree slow.
You're probably below the price range for 125 and 150 honda/ yamahas but they would be good choices if you want to go to Portland on them.
