VIN help.

hello. I picked up a spree from my friend....and another friend had a parts spree that he gave to me. I need to know if this is where i find the vin number...

its a tag thing...i just want to make sure that thats where i get the number from..

it is on the downtube right behind the fender in front of the kick panel it is a black tag and it says 198* honda
