In Michigan anything with less than 4 wheels that you claim to be slow and under 50cc is a scooter/moped! $15 and a forged BOS=legal scoot.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

The black framed one is legal because the previous owner was in the military, and brought the bike back with him. Then, he stripped the drive line from it and put it in the chassis of a '87 Elite. The Elite frame was longer and accommodated his legs better. I was lucky enough to pluck the JDM Dio frame from him, and build a new scooter around it.
The black Dio I picked up from Tokyo was mainly used as a parts bike, and the engine having been cleaned and torn down is going to get a new life (MHR kit).
