All of the elite 50 scooters use a rear mounted fuel tank. This allows them under seat storage. The rear of the frames are different. The sa50 and se50 frames use different front ends than the sb50 uses.

I see, is it common for SA50 / SE50 (elite?) front forks to be swapped to the SB50 Spree frame? If so do they swap the handlebars (tree?) as well?

Not common but has been done. It is not a direct swap. Cut and weld modification required.
