What is a fair price for one with 2300 miles on it?

I would be willing to pay the full asking price for it, but you can always make a lower offer like $325 and work your way up. It also depends on the body's condition and the local market...Ex: I have only seen 2 jogs for sale in the last 26 months so they can demand a higher price ($700 with 5/8k) because supply is low.

I don't know if the Jog is better, but definitely faster. I've got 6 Hondas, from Spree to SR50, and though I'm more experienced with them, I'll have to say the Jog will outrun anything I've got in the 49's. I bought one over the winter buries the needle. So son in law took it out with GPS and clocked 48 mph before backing off. Not sure of its top speed, but faster than I want for a small bike.
