Bear is right about the lost title. Also, If the current owner is the last registered owner he/she can come to the licensing dept with you and sign over rights to you with valid ID No title required and It is yours!

New here, but interested in the conversation. Anyone try this: http://theftaz.azag.gov/index.php#results-anchor

Just gives you whether or not it has been reported stolen. Not sure how accurate.
