How does that work all the process.
To register a vehicle in Washington State without a title, you have the scooter inspected by the Washington State Patrol to verify the VIN number is correct and unaltered. They then issue you registration. Then they try to contact the last registered owner on record, in my case he was dead (I knew this). If no response from him or her in three (3) years the state issues you a title. Oh I did have a bill of sale from the guy that had the scooter last, about the third guy to have the thing in less than a year. Out of state, I don't know about but I don't see why not.

Wrong! I'm telling you that I did this here in Washington, no title required. After 3 years the state issued ME the title.
I'm talking about this scooter, sitting in my outbuilding shop right now.

You can't if the guy is dead. Oh and since the state gives you a registration you can get a plate and ride anytime your little heart desires. You only have to wait 3 years for the title in your name, the registration is in your name like it would be if there was a bank lien against the vehicle.

i have a 1999 honda elite sa50p title moped from wisconsin and dated sign release/ owner name. hawaii dmv is too much hassle.

You're the one that said I was wrong first.
From my perspective, both of your approaches are the best for their circumstances.

Fightingplankton had the option of having the seller apply for a lost title & this is the quickest way to the title.

Bear was a couple sellers removed from the title and the title holder was deceased.

Bear's point is that with no access to the WA state title owner, it is possible to title the scooter. But the title holder has his rights, will be notified and has three years to claim that indeed it is his bike. For Bear's case - zero chance of a claim.

A good reason to try to get original owner to file for lost title it traceable is that the State Patrol charge $70 to inspect and verify the VIN.

Interesting. When I lived in WA, the local DMV wouldn't let me register my 50cc bike without the title. Since I didn't have one, it sat gathering dust. Guess I should have went to another DMV.

I never talked with the DMV. I went and got the inspection and took that along with the bill of sale to my local privately own licensing place and the look at the bill of sale and the inspection sheet. They then told me what I found out from talking to the local state trooper and issued the registration and tabs. Three years and two month later I was licensing a boat and asked the same people about the title to the scooter, they looked it up marked it "Attention" to whoever at the state DMV handles this stuff and 2 weeks later it arrived in the mail. I have found that the DMV and the county office that does licensing are nitwits and don't know the rules worth a crap. The local guys make money by getting you what you need. While the government dummies get paid no matter how stupid they are or how bad they treat the public.
