Unless the gears in the transmission are gone, the clutch bell better spin with the rear wheel is rotated.

Belt length is a "Goldilocks and the three Bears" story. Too long or too short is not optimum. Off either way impacts take off as well as top speed. Basically, when it's too short, you can never get the belt to the top of the front or rear pulley. When too long, the belt will never get to the innermost of the pulley. Both cases limit the potential ratio change of your transmission.

I've got a graphic for that (but need to find it :...). Wheelman and others have topics on finding the right belt length and width, and shimming the pulleys to get the last bit of performance. On an everyday riding side, leaving some margin between ideal low to high range of the pulleys will leave room for the belt to wear w/o needing to frequently trim the shims.

i know, right...we need a bigger inner face pulley to hold a belt that isnt so freaking tight slowing us down...
