Hi and Welcome,
$250 is a great deal in my book :thumbwink:

Speedometer likely has an internal problem. If you like the adventure of a teardown to remove the speedo, then dissassembly to get at the internals, you may be able to fix it. Otherwise - swap in a speedometer from another scooter.

Scroll to "Eddy Current" in the following link, it's how the Honda speedometer works. There's not a lot of torque to drive the needle, might just need to free up a bind, or even just an internal spider web or such <grin> (actually, I think they are fairly dust proof, anyway, see what you've got and report back..)

You don't say what year. the below is for 1994 & up. not sure if it's the same for older ones

If it is a sa50p yes it's restricted. there will be a washer in the exhaust pipe next to where it bolts to the engine. Needs to be ground or drilled out. Then remove the variator and remove the backing plate that is held on with 3 screws and put it in a box with the screws and metal shavings from exhaust and put them on a shelf. If you do this keep in mind that you will need to use a larger size main jet in the carburetor. I believe it needs to be a #78. The restricted model used a #68.

look at the data sticker on your frame, it will tell you the year and if it's a sa50p or not. be sure to keep a proper OEM clean air filter in place. good luck

The reason your Elite has a blown top end is you ran it WITHOUT the air filter.

One question, just exactly what is an SA50PR.

on the frame sticker, right before the year but in smaller letters. lower left corner I think it should say what it is. SA50P or or just SA50. not sure about the under seat one.

ok, it's restricted model. after doing exhaust it is a good idea to use a new exhaust gasket. Sometimes the mods (unrestrictions) have been done by previous owners, but not completely. they might unrestrict the exhaust but no up jet the carb. good idea to check it all out if your going to do it.

If you do the derestriction you will also need to make sure to hold the oil pump lever wide open and add a 70:1 or 100:1 premix to the tank.

Why do you need and impact wrench for your spark plugs?
