Thanks to you guys I was able to get my spree up and running. I haven't torn apart an engine in probably 10 years, and that was back in high school. Without you guys and the forum making the service manual and wiki available I wouldn't have been able to even know what was needed to be done. Now, I have a fully functional 86 iowa spree, and it's probably running better than it was before the previous owner had piston ring issues. Since the previous owner drilled out the washer in the Iowa exhaust, it actually gets going pretty quick. After breaking the new rings in for a bit, I took it out for it's first real run this morning. On the speedo I hit 32-33 on a nice long slight downhill, and from someone who has no moped/motorcycle riding experience... that was plenty fast enough for me on a 100ish pound scooter.
So yeah... thanks to everyone!!
Just want to say thanks!

nicely done zspree.
Always love to hear that another moped/scooter is on the road again.
Even more so when it's from the efforts of the current rider/owner
