NH125 bi-starter voltage

I've been checking out the bi-starter on my NH125 to make sure it is functioning correctly. It registers about 4 ohms which is under 10 and with a battery hooked up it expands approximately 1/8" which seems about right. When the scooter is running th voltage going to the bi-starter measures .41 volts. I had read that it would be below 12 volts but does anyone know if this is about right or is it too low?
