I don't run any choke at all in summer

Couldn’t a ‘T’ be added to the vacuum line and have additional hose in same way. Then use syringe to pull a vacuum to open the petcock sooner before battery dies? I tried this with a bulb primer and no luck, the syringe though might do it.
