weight limit? umm im not sure,i knew a heavy set guy who use to ride a spree, i dont know if there is a true weight limit. it might say one but its can handle tons more. EX; my elite has a 200lb weight limit but i have rod me (180lb) + a friend of mine (about the same as me) and it ran fine.
top speed wise its kinda slow compared to other mopeds but its better made.an average for a spree is about 30 mph
hi performance i cant say much because im not sure, other people should post with better information

heres the bottom line, if you want something thats going to last, something with parts available , all around a really great made moped go with honda
"Its not what you ride, its that you ride"
1996--------Honda Elite S-
1991--------Tomos Targa-
And a Bunch of other bikes.
