After riding the Solar Wind for 10 minutes or so, I got tired of the clutch dragging. I hoped that it would clear up on it's own, but it didn't, so I pulled the belt cover and then the driven pulley and clutch assembly. I found this inside:
No sign of the clutch springs anywhere, nor the other half of the left shoe. The only conclusion I can reach is that the P.O. cleaned all the broken parts out of the belt case, and then put the side cover back on, and that is why the scooter hadn't been ridden in more than 5 years, allowing the gasoline to jell up. The engine runs great now, and soon as the clutch parts come in at Love Honda, I should be finishing up the restoration of Solar Wind..
