I have no clue what you have done to this thing to try to make it start up so a few of the basic things would definately be...

1) Have you thrown that new plug in yet?
2) The air filter should be springy, not spongy. It should almost rebound after you let go of it
3) Clean, or replace, fluid lines

With that many miles on it, I would pull the cylinder head off of the motor and check the piston for excessive carbon build up

Have you plugged the air intake to the airbox and tried to start it?

so uhh, we're sure it has gas right?
If it don't fit, force it. If it breaks, it needed to be replaced anyway.

Haha, of course.

I'll try checking out the stuff everyone suggested tonight, I'll let y'all know what happens.

Oh, and on the carb, what does the vac line connect to? I just found Dac's line explanation, and I'm trying to make sure I have everything in the right place.

Okay, I've a question about how the carb lines are put together. I've circled the...er... tubes that either have nothing on them or I'm not sure of.

The top one sticks out facing the shock, and has nothing on it. It's perpendicular to the gas line.
The next one sticks out downward and is almost right below the top one I circled. Nothing connected there either.
The bottommost one (with the hose) is almost perpendicular to the drain screw, and right now it's connected to the crank case on the opposite side of where it has HONDA written on it.

Could y'all tell me where those go/what they are? Sorry I can't take a better photo, close quarters and all.

I do have the manual, I just can't seem to make heads or tails of the carb.

Greetings:

Unbarbed, cast aluminum standpipes are just vents. Air has to be able to exit the carb so that fuel can fill the bowl. Good practice to attach short lines to keep rain out and to reduce the evaporation rate from the carb, or you can leave them alone. There's a larger barbed brass fitting where the fuel line goes. Some carbs also have a 1/8" barbed fitting for the petcock vacuum line.

well make sure you put the bystarter on right and then try shooting some starter fluid in the air box next time you try to start it

NEVER ever use starting fluid on a 2 stroke!

1)The stuff washes the oil off cylinder walls leading metal to metal contact.

2) It can explode in the crankcase blowing the reeds out of the motor.

Use a mix of gas and oil as primer at 32 to 1.

New development: I've noticed that when I try to spin the fan manually, or kickstart, there's a spot where it starts being hard to spin. Once you push past that spot, it'll spin fine until you hit it again.

That's called compression, a requirement for the engine to run.
