I have come to realize (I've tinkered extensively on mine) that the restrictions are as follows:
-porting/compression are slightly lower
-the exhaust pipe is restrictive (if you notice when you are going full out and you notice the machine pulling off the power slightly)
-airbox

What I've done to remedy the problem (I've got the same model as you)
-drilled an * load of holes in the airbox and tuned accordingly (you can also get a high-flow filter on the internet)
-replaced the stock cylinder/head/piston with a kit from tazland (ebay=chopchop123 I believe)
-I plan on acquiring a pipe from the Elite ES (35mph equivalent)

also check to make sure you have correct tire pressure + proper brake cable settings, it makes a big difference on a machine this small

Also you might want to replace your drive belt and clean out your old exhaust pipe (I chemically cleaned it with lye, other people swear by bbq fire, either way be safe) those are just tips to get it running closer to how its supposed to.
