spark plug keeps fouling

spark plug keeps fouling
Today i tried to get my scooter going after its been sitting for about a year. When i left it, the cylinder was off. So before i left it, i sprayed a bunch of oil in the bottom end so it wouldn't rust up. I put it all back together today, put fresh gas in and it started, but then the plug fouled. Since it was after 5:00 and i couldn't get a new spark plug, i just took some sand paper and cleaned it up, sprayed it off with carb cleaner and compressed air, put it back in, fired right up immediately. It ran fine and then It made it about half a block and fouled again. Cleaned it off again, started first kick, ran good, made it half a block and it fouled. Did this 4 times with the same results. Obviously the first step would be changing to a new plug. Could there be any other causes to this?

did a compression check. 90psi. Added some oil. 120psi. Do rings go bad from sitting around (if there is no rust involved)? I don't get why my rings would all of the sudden be bad.

How do you tell the difference. I think it was oil but I'm not sure. When it was cold it looked oily. When it got hot it was a matte black

the color is black i wood say its oil the oil you put last year and the oil you put in to do the compression test .. the best thing to do is keep doing what your doing till you get all the oil burn out of it ...

would my compression be low because i put it back together without honing the cylinder? I didn't think it was necassary because all i did was take it apart and put it back together, same rings and everything, but now im thinking it probably needs honed if you remove the cylinder at all. Thoughts?

Did you lube up the bore before you installed it? If you didn't that is the cause of the lower compression. It should run in now that you put oil on the top side of the piston.
